AI's Next Bottleneck Is Believability

The physical AI economy is being forced to prove itself before infrastructure is reserved around it. PJM is screening large-load forecasts, Indonesia has stopped a 640 MW campus over permits, China is building a software stack around domestic accelerators, and AI debt is becoming a financial-stability variable.

00Opening read

The AI buildout has spent years asking how much capacity can be announced. The harder question now is how much of it will actually show up.

PJM, the largest U.S. grid operator, has started reviewing proposed data-center loads under new guidelines designed to judge whether projects are likely to materialize. In Indonesia, construction at a newly announced 640 MW AI campus has been halted until permits and environmental review are complete.

Elsewhere, the same test is appearing in different forms. DeepSeek and Huawei are building software tools around China's domestic AI chips. The Bank of England is watching a surge in AI-related debt. Momenta wants to scale robotaxis across several countries.

The common issue is credibility.

Infrastructure gets reserved around forecasts. Power plants, transmission, financing and factories can be committed years before the demand arrives.

The next phase of physical AI will have to prove which promises deserve to become infrastructure.

01What moved

PJM starts separating real megawatts from proposed ones

PJM has begun reviewing large-load requests for its next long-term electricity forecast.

The process is being driven primarily by data centers. About a dozen utilities submitted proposed adjustments this week, and PJM has brought in an outside consultant to study how likely the demand is to materialize.

That is a meaningful shift.

A proposed data center can affect grid planning before it uses any electricity. If every request is treated as certain, utilities can build too much. If real projects are dismissed as speculative, the grid can arrive too late.

The megawatt now needs a confidence score.

Indonesia stops a 640 MW campus before the permit gate

BDx Data Centers announced last week that it had broken ground on a 640 MW AI campus in West Java.

Construction has now been ordered to stop.

The provincial government says required permits and the project's environmental assessment must be completed first.

It is another reminder that "announced" and "under construction" can hide very different levels of readiness.

The physical AI economy needs better status labels.

China works on the software moat around the chip

DeepSeek and Huawei are collaborating on programming tools for Huawei's Ascend accelerators.

The work includes open-source compute and communication libraries plus a supernode architecture built around Ascend 950 chips.

This matters because replacing Nvidia is not simply a semiconductor problem.

CUDA's strength comes from the software environment around the hardware. China increasingly appears to understand that domestic compute needs its own developer ecosystem, not just its own silicon.

Robotaxis start traveling as systems

Momenta plans to expand its robotaxi operations into Dubai and more European cities, with Japan also a priority.

The company currently has more than 100 robotaxis operating across three countries and wants several thousand on the road by the end of next year.

It is also developing a specialized autonomous-driving chip with XHeart.

That combination is important. Robotaxis are not a vehicle export. They are a stack: software, compute, regulation, fleet operations and physical machines.

AI debt enters the central-bank conversation

The Bank of England says rapid growth in AI-related debt has increased capital-market exposure to the sector.

Morgan Stanley estimates global issuance reached roughly $450 billion by early September, twice last year's level.

That does not mean an AI credit problem has arrived.

It does mean the infrastructure cycle is large enough that central banks are watching.

The AI buildout is no longer financed only inside technology balance sheets.

02The throughline

The next useful RCW metric may be confidence at gate.

We already track capacity as it moves from announced to financed, permitted, accepted, powered, connected, qualified, controlled and productive.

Now each stage needs a probability.

A 1 GW project with land, permits, financing, contracted power and a customer is not the same asset as a 1 GW press release. A domestic accelerator with no software ecosystem is not the same substitute as one developers can actually program.

Infrastructure systems are starting to recognize the difference.

The forecast is becoming a gate of its own.

03What to watch

  • October for PJM's independent analysis of data-center demand and how it separates credible projects from speculative load.
  • November for PJM's final large-load adjustment methodology.
  • West Java for the permit and environmental conditions required before BDx can restart its 640 MW campus.
  • 2027 memory allocation as Samsung expects HBM to consume nearly 30% of industry DRAM wafer capacity.
